After 7 months, two of four rebates received, ripoff

Applied for a cell phone rebate ($400 total) for a purcahse made through Wirefly. Four rebates in total. After sending, and resending the required information three times; and after seven months, I receive only two of the four rebates. The last two rebate applications they claim were received after the time period required. There is NO way.

One of the 3 times I sent in the rebates, I sent with a delivery confirmation. The delivery confirmation only shows the zip code it was delivered to.

They refuse to answer my emails, (this is the only way to contact them apparently).
