Parading as UK company to dupe customers to buy goods they do not have in stock and take $ dollars from credit card before supplying Massachusetts

I placed an order with what I though was a british company on line for GBP169.95 only to find that my credit card has had $292.31 taken at an exchange rate of $1.69 so the difference is only about 3 but I did not agree to the payment being made in $ and to cap it all they have emailed me to say that delivery will be at least 2 weeks and as they have individual orders for 100 - 400 units coming in I probably wouldn't get it elsewhere. I have asked them to cancel my order about 4 times now and do not get a reply I have tried their 24hr online helpline which seems 'offline' and tried ringing but their bogus UK telephone number is a redirect which is answered with a recoreded message stating message box is full. If this company is legit why is it masquerading as UK based and taking money for orders it cannot fulfil
