Ripoff Sent $23.90 on July 2. Never received the book

I don't understand how someone can scam so many people. Why hasn't anyone done anything about this guy? This was his second time sending the information to me. Are you guys really sure that he hasn't sent anything? Maybe it takes longer than we expect it to get to us. I don't know. I am just very disgusted. I am going to go to the better business bureau and see what is written there. But as of today, I haven't seen or heard anything from this company at all.
