CIC Monitor Credit ripoff Charge my account 79.95 dollars without my consent and without providing any service for the money

I've ordered a credit report today, because I had a denial from a credit line and I wanted to see what's going on. I discovered that I have a ballance of $228 on a closed account, because CIC Monitor Credit of California charged my 0 balance account with $79.95. So to this charge the bank added the overdraft fee and a monthly fee for over a year. I moved so I did not receive any of the statements since I stopped using this account. I talked with the bank and it seems that they are willing to let me pay the 80 dollars because they paid the money to CIC Monitor Credit.

The problem is that I never agreed to have these money charged to my account and during this period I haven't received any email from this company with the updates on my credit history.

I remember that I ordered a credit report once, but it was not any condition for it. I made a search on the internet for this "CIC Monitor Credit" but the first page (at least) is filled with complains against these fraudulent actions. I called the number provided by the bank but they never answered...

So I was charged without my consent and I have not received any service for those money.
