Billed $6.25 for 6 minute toll-free call plus tax. Never heard of them before

OAN Services, Inc. Showed up on my small business phone bill without any previous contact, totally unauthorized, in March for a 6-minute collect call for $6.25 received in February over six weeks before. I was unable to reverse search the phone number, and don't know who the call is from or who OAN is. Also listed as "Nationwide Communications, Inc." - never heard of them, either.
