Unjustified Charge For No Service

I signed up my child for the summer camp at Traville Academy. Dr. Li emailed me a test for my child to take and be assessed for placement. My child found it TOO hard to take and refused to be assessed on something that was not anything near her abilities. I emailed Dr. Li back and notified him that she was not willing to take the test and not want to attend the camp. He responded that he would charge me $70 for the test and assessment. I expressed that my daughter never took the test and the charge was not justified.

Further, I asked him that there was no mention of a charge for e-mailing a test. I asked him refer me to where on his site there is a policy on charging me $70 for it and I would accept it. Dr. Li dogded the question and asked me to find a place that would not charge for an assessment. He is totally wrong. First, he is not answering me verifying what justifies the $70 charge. Second, he did not provide us with any assessment because there was absolutely nothing to assess since my daughter did not take the test. As of today, 6/22, he has not refunded my $1480 paid for the summer camp that I charged on my Mastercard account.
