University bait and switch with "re-enrollment" policy

Hello,

I have been a student since took a couple years off for multiple reasons. Now I have come back to finish the last few general core credits at a local community college to save money and speed up finishing my degree. Now, the University of Phoenix tells me I cannot come back without enrolling into a new program.

This also includes (besides my additional general ed) the need to take an additional 7 courses at the University of Phoenix. After appealing, and attempting to work with my academic counselor I have been ignored, turned down and brushed off.

I believe I should be grand fathered in to the old program I have entered. But working with University of Phoenix without an open checkbook does not seem to work to my advantage. My goal:

To enter into my enrolled program and complete my graduation within the next few months without payinga ridiculous amount of money for a change in programs that I should be grand fathered into.
