Non-payment for job completion

In November I completed a writing project via Internet for PGCedutainment Inc. (PGCEdu.com), located in Seoul, South Korea. I was supposed to be paid ($600) in December, however, it is May and I still have not received my pay. The company director, Stanton Procter, has responded to my many emails with promises to send the money, but he hasn't done so, thus far. I would like to know what I can do to get the money owed to me.
