Axia College Will not give letter of clearance to transfer and say I owe more than I should

I enrolled in Axia college and had to withdraw for medical reasons. Now they will not give me a letter of clearance so I can go to another school. No one will call me back from financial aid. I also keep receiving bills from them when they were paid by federal funds and i should owe nothing. Please Help!
