Fraudulent billing rip-off - There's a balance of $178.00 already and I haven't even received the card yet

3 weeks ago I received an offer for a "pre-approved" credit card. I filled out the application and sent it on it's way. Not anywhere on the application were any "start up" fee's or application fees disclosed.
Just by chance, I was having my credit checked by a loan officer at my bank when she discovered that a "new" credit card account had been opened. There was a balance of $178.00 already on it and I had not even received a card yet!
Isn't this mail fraud or thef by deception? How can anyone on this planet charge for goods not received?
