Fraudulent ripoff business

January 28th I mailed a check to this company for $27.75 for Cotton Minimizer Bra's they were advertising - they cashed my check but failed to produce the merchandise - I have E-Mailed them three times now with no response at all - yet they have my address because they just mailed me a fancy catalog with the very same Bra's advertised - can't the Better Business Bureau
or a Fraud Squad shut them down - they must be making millions of dollars on all the orders they receive but don't produce any merchandise - is this legal in the eyes of the law?
