Robbed me and didn't give me a degree

I joined this college for nearly three years. I'm today significantly more than $40,00 with debt but still don't have any diploma. I recently used in a brand new college and ITT TECHNOLOGY won't launch my transcripts since along with the loans, they declare I currently owe them $1200. I'm just one mother of two and on impairment. First this college didn't train me something, when I acquired no aid in the teachers & most of the publications are especially published only for them. They declined to assist me after I required help it to in the teachers so that as it had been a few of the teachers were within the courses they were training. No body may reply my emails and also to top it down since I have odn;t possess the cash to pay for them I'll need to replicate every course that I've previously obtained.
