Records hold and invalid tuition bill

I am being billed by Rutgers University for classes that I never attended nor received credit for nor did I submit a signed term bill to the university for that semester. The courses in question were for the semester AFTER I graduated and received my diploma. I found out about this a year later when I discovered that they would not release my transcripts. This alleged bill dates back to 9. I felt so powerless in this situation that I just let it go for the last 5.5 years. They took 2 years of my state tax refunds totalling about $150.

Fortunately none of my employers since graduation have required an official transcript. I decided to try again to resolve this matter a month ago. I was laid off from my last position and wanted to look into a masters program. I found out the hold was still active. Within 5 days I received a letter from an attorney's office in New Brunswick, NJ stating that if I did not make payment on my "delinquent tuition" that they would be forced to take legal action. I called the university immediately to again try to resolve this matter. They will no longer discuss it with me and will not release the record hold because it is in the hands of their attorney.

The statute of limitations would have expired on this in September but I believe the offset tax refunds might have reset the clock. Either way, they are scamming me for money that I do not owe. They are preventing me from advancing both my career and my education. I cannot get accepted into a masters program and my employment options are limited without my transcripts. While Rutgers offers excellent academic programs and research opportunities, I would recommend steering clear of this institution. The accounting and administrative departments are abysmal and are filled with totally inept and disgruntled morons that feel it is acceptable to chastize students and alumni as if they were children.
