Dishonest/fraudlent account handling the business that doesnt give a dam

I just recently retired from the United States Marine Corps and while serving on active duty over seas, my account with Providian was given to a company called Emerge Mastercard with a interest rate of 29.99 percent. Before I deployed I made arrangements with Porvidian Card services by refercing the War and National Defense Act of 1940 aka Soldier's and Sailor's Relief Act Chapter 888,54 STAT. 1178 Section 522. I was told that I would not occur any late fees or over limit fees during the time I was on active duty deployed over seas.

My interest rate at the time was 12 percent and according to the Relief Act of 1940 it was supose to go to 6 percent. None of this took place... instead they closed my account, ran several 30,60 and 90 day lates on my account, closed it and gave it to Emerge who put a 29.99 percent interest rate on the balance of $1270.00 inwhich $800.00 of that was over limit fees and past due fees which should have never been applied to my account because even though I was over seas I still made payments when I could get to a stateside server.

I contacted Providian and they told me that they could not do anything about my account because it had been closed and I was stuck with the negative information on my credit report. Please Help me fight this giant... Military members give their lives in defense of companies like this who show no mercy to us... Thank You
