Ripoff SCAM on little kids trying to get them to give out bank account numbers

My little brother was sent this today via e-mail and I want to know what is going on? I also want someone to find out who this guy is and bring him to justice yahoo or someone! The following was sent to my little brother:

"Dear *

in touch with you and to informe you that you in
position to do us favour because me and my brother
were the only children my mother give to my father
and since war broke out in native country in SIERRA
LEONE and our parent were brutally eliminated fom
this mortal world.

Our father's properties and his treasure were kept by
the security company in abidjan which is the capital
of cote d'ivoire.

Sir, since were native of sierra leone and our father
have treasure of GOLDS that worth tweenty millions
dollars (12millions dollars) were so worry to kept
this huge amount in our own custody.

We want this to be transfer to your personal account
for security purpose me and my brother were too young
to keep our father's treasure and cannot allow from
extended family to interfere into my father'
belongings the treasure is there now in cote d'ivoire
which is french country and we are having a problem
of language.

So we need your assistance, as God father. Please try
to help in this issues we cannot allow some to claim
our father's treasure when were still existing.

It would be a great breakthrough for me and my if the
