Very poor value for money paid, discounts equivalent to free ones in mail

I paid $10 each for "savings cards" for two different cities. They give discounts such as $5 off a $20 food bill, free order of breadsticks with pizza, etc. You can get discounts like this in mailings that arrive at the house for free. I expected 2-for-1 offers. Most of the merchants are not anyone I would be attracted to do business with.

The website showed 2-for-1 coupon books, but they are much more expensive. Perhaps they take this scam to the next level.
