Somehow got ahold of my identity and accessed my bank account

They somehow got ahold of my identity and accessed my bank account on 12/27/07 & 1/28/08 and withdrew $33.87 both times which in turn both withdrawels bounced at $27.00 times two because I didn't know anything about it and didn't put in the funds because I never signed up to their website which I don't even know what it is or for what! They said they would refund $33.87 but not the other $33.87 or the $54.00 for the bounce charges which was their fault! The confermation number for the one refund is 1572724
