First Premier continues to rack up charges on a closed account

I closed my account in July. They have racked up "closed account" fees. Now they are threatening Pre-Charge Off status after receiving correspondence with respect to my medical situation. I sent in a minimal payment on December 19 of which they received, accepted and applied along with the medical explanation and they are still harassing me and threatening a charge off to be reported to "all four major credit-reporting agencies."
