Colonial Platinum - Colonial Visa Annual fees on cancelled account

Colonial Alliance continues to debit my account to the tune of $215.40 (twice so far) for annual fees and monthly service charges. I do not now, nor have I ever received a Colonial Alliance Visa Card.

I did apply for a credit card on line and have thus far been charged annual fees twice. I was able to contact their representative online and carry on an instant message chat. I have been assured that the account was cancelled and that I would receive a refund in 4 to 6 weeks.

Well it's been eight weeks and guess what, no refund. And now they are un-reachable at their web sites and E-mails are bounced back to sender, and all i have for $ 430.80 is a bunch of usless reference numbers and first names.
