Scam, ripoff, no services received

I saw an advertisement for and Online Auction Tool kit, pay only for shipping which was 1.97 cents, I ordered this on July 24th, still haven't received anything. 14 days after I ordered it I was charged 39.95 on my credit card. For what? I haven't gotten anything, so I called the customer service line on August 10th and demanded a refund and canceled my account. I was told that the refund would take up to 14 days and received an email stating that. After 14 days the refund is still not there.

So I called the customer service line again, and was told I would be getting my money back and that there was a glitch in the system on August 10th. I asked the service rep, named Charles he said his ID number was 0504-250, what kind of company that he worked for and what actually were they selling. He stated that I can look that up on their website at bidfuel.com and just assured me that I would get my money back. He said I would receive another email about my refund, but never did.

So I called back 30 minutes later and spoke with the same person and he said he was filing a report. Then after that phone call I received the same automated email I received on the 10th about my refund. So, I called back again and demanded to speak with a supervisor and wanted more information to lead me to believe I was actually going to be receiving my money back. The supervisor told me that I would be getting my money back, and sent me another automated message about the refund, and I have to wait another 14 days. I will be calling these people back until I receive my refund, at this point I don't know what else to do.
