Lotto RipOff

I was told by my client manager that by shopping at one of the following stores I was entered in the lotto. WalMart, Macy's, Zales, Costco and something Outfitters.
I recieved a letter with a check for 4,258.99.

The letter states

" Enclosed is a check for the amount of $4,258.99 that has been deducted from your winnings. The pupose of this check is for the payment of local city taxes and proccessing fees on whick the draw was made as stipulatedby the federal trade commision. The balance of $71,741.01 will with be wire transferred to you or a certified check will be sent to you by courier delivery within two days after confirmation of tax/processing fee payment.

Do not attemp to negotiate this check until you contact you client care manager to remove the hold on the check before cashing it."

My client manager is Paul W. I contacted him at the number in New York City. He explained that the check that I had gotten with the letter had to be deposited before I could get the balance. This was to ensure that I was the person to whom the check was written.
I wondered why he was in New York but the company address was in Utah. There are other names associated with this group. The letterhead was:
