Took money out of my account without my permission CALIFORNIA

I never heard of this company and because of their fraudulent practices, my checking account is now overdrawn. The authorities really need to do something other than say there is nothing they can do to return your money. We, the consumers always have to suffer at the hands of these thieves and nothing gets done. They do not get punished and continue to bilk hard working people out of their money.
