Bogus charge on my AT&T phone bill ripoff

Got an extra charge on my AT&T bill this month. For 'Voice Main Service Monthly Fee" for $12.95 tax $. 78 = $13.73. I did not authorize this. They said CoolSavings.com charged it to me. I never authorized this on any website. AT&T should have some blame for letting any company charge to our bills.
