$1000 pack of smokes. So I take it I shouldn't call them?! Ripoff

Check it, I got a credit card like all 20yo's and it only had a $200 Limit. Well I never made more than a few min. Payments on the account and eventually I quit paying it (i know stupid, but I was 20) Well the ONLY TIME I used the card was to buy a $4 pack of smokes! Well long story short, it got charged off and now NCO wants $960 somethin. Its the only thing on my credit report so I cant get any other cards because I only have one thing on my report and its negative. My question is should I contact them and try to set up a payment plan, because 400 and some odd articles on here say I shouldn't even dial the first digit, these guys sound like punks, but I need to get some credit going. Someone with the credit knowledge please help me out!!
