Fraudulent billing for garbage bags that were never ordered asking $100 for 3 rolls of plastic garbage bags

I shipment of 3 rolls of plastic kitchen bags was sent to my 92 year old neighbor with an invoice requesting payment of $99.95. My neighbor did not order these bags and became confused with the request for payment. The number listed goes straight to voicemail and gives no company information or further contact infomation. This is elderly abuse and I filed a complaint with the U.S. Mail too, in the hopes that they might be able to do something since the garbage bags were sent by USPS.
