Claims I have won $85,000. Sent a check for $2390.90 to pay for the tax and clearance fee, and I was told to wire $2300.00 through moneygram

I received the attached letter in the mail on 4/16. I called Mr. Ed King and I was told that the only reason they sent me the check for $2390.59 is because last time they gave held the sweepstakes only 3 of the award winners picked up their winnings because they were afraid it was a scam and they would not submit the tax and clearance fee.

So this time the WORLDWIDE INTERNATIONAL LOTTERY PROGRAM sponsored the fee so that winners would actually pick up these winnings. However the bottom of the letter where Edward Kings name was, said he was a representative of Westerstates Investment Group, 9045 Sam Houston Pkwy, Houston TX 77089.

In addition, my directions were to deposit this check into my checking account and AFTER it had cleared my bank account, I should withdraw $2300.00 in cash to wire by money gram (the remaining $90.59 was to pay for that wire) to the following person ath the following address:

Supossedly, after I had wired this money, they sent me to begin with, I was to then call Mr. Edward King back and we would then set up a time and/or place for them to deliver or us to pick up the remaining award of $80,750.00. ($85,000 less the 5% deducted for the Sponsor's Commission)

Can you please look into this and help me find out if this is legitimate and report it for what it is if it is not. I have not taken any action yet.
