Shorted my order, will not complete or refund, ripoff artists

I placed a Dinar order for 2.5 million notes, they shorted the order by 500,000 which was for $400 plus shipping. I have emailed them for over 6 months and called them, they have answered me but never come through on their promises. Do not deal with them, you will be sorry.
