Sending Fraudulent Dunning Letters for MCI? Or are they "misinformed"?

My wife got a nasty note from TrueLogic Financial Corporation claiming she owes MCI about two hundred dollars.interestingly, she has never used MCI.
When we contacted them, they said they were not obliged to provide proof of the debt, we had to prove that we did NOT owe MCI money. Their argument was that they had her social security number, therefore she owed the money. They threatened to go after her legally if she did not cough up the money.interestingly, they also offered to "discount" the debt.
It seems to us that either TrueLogic is running a scam —trying to terrify consumers into coughing up small amounts of money — or MCI is. My money is on TrueLogic.
