Sweepstakes Lottery - Jim Morris ripoff, scam, liar, fraudelent, deceptive Neveda

I recieved a phone call from a Mr. Jim Morris in Washington, he stated that I had won a Sweepstakes Lottery from the company Publishers Direct. The winnings was $450,000 and the taxes had aready been taken out by the government and all I had to do to recieve my check was to have ID and a check in the amount of $4500 which was 1% of the winning for insurance from a company called Llyes of London. And that if I could not have $4500 a deferred payment would do in the amount of $1125 which I would recieve back once I notified them with the policy number. I have not agreed to give them anything because it just didn't sound right. If it legit then why refund the money to me after I pay for the insurance.
