Big time rippoff, dishonest, fraud!

So i got this letter today from SECURITY SERVICES, LTD. Stating that i have won $612,444.89. It says in the letter no payment is required to get the cash award you have already won, but i must sign and complete the form below immediately, and return it to them promptly in the SECURITY SERVICES reply envelope... Then the next paragraph then states i must send $21 dollars. Hmm sounds like a ripoff to me! This cant be legal to pay money from money i supposaly won?! Lol i get these letters almost every other day from different address's stating that i have won money, but the thing is i have to send them money!!
