Sent him cash for merchandise he never sent item

Mr. Whipperman and I came into contact by e-mail after I bid on an item on Ebay and he ended up winning it. He contacted me because he couldn't fit the shoes that he purchased. He saw that I was the last bidder and offered them to me at a slight discount, $60 total.

I told him that I was interested and that I would send the money to him in the form of a money order so that it wouldn't take ten (10) days for a check to clear.

I never received the merchandise nor a refund. He has not returned my e-mails. He has not made any attempt to communicate with me. I have the receipt for the money order and his address as well.
