Ripoff COD That was not in the original agreement or as advertised

I paid $45.41 COD in excess of what was advertised in the Credit Voucher that was send to me. The advertised price for the Grand D'ORO porcelain dinnerware after voucher is $89.99 which what I paid, but on delivery I was asked to pay an additional $45.41 which was not in the voucher.
