Ripoff, deceitful, fraud, isn't this illeagle can't anything be done about this to compensate the victims

My husband and I received the following notice in the mail... Congratulations NO 1 * Restrictive. Tell nobody. Going on to say that he has won a confirmed (they use that word quite a few times), $3,341, 006.00
Needless to say he was suspicious. So here we are. I am amazed that people would do this to others that really need the money. We almost fell for it, until they asked for $20.00.. NOT

I say we do anything and everything possible to pay these people (or person) pay. We should have compensation!!!
