Increased phone bill no authorization from phone owner

This company charges a phone bill without the phone account holders authorization. Anyone can put your address into the computer and it will show up on your phone bill. Unfair practices maybe even illegal.
Really hope it goes into a lawsuit, by the time your phone bill actually reaches you whoever put it on your account has been using it for approx. 30 days. They say the only recourse we have is to contact the person who opened the account. Doesn't matter that they do not live at your address...???
