M2M Transfer Delayed for Months, No Answer Before Orientation

I personally applied for an M2M transfer for my upcoming 9th-grade honor roll, perfect-attendance student (National Honor Junior Society) in February, during registration, and was placed on the wait list.
In May, I contacted my first-choice school, Huntsville High School - my priority because it is the closest school to my home, to the highway where I work, near my student's dentist (Bryant Dental) and primary care doctor (Gleneagles), and on my daily route for 8 years now. The registration department said they do have space, but they haven't received my child's school records and can't make a schedule until they do.
On July 28th the school has orientation, and I want my student there with the other incoming 9th graders when they tour the school, meet the staff, and shop for school spirit merchandise. The school stated they had open space as of July 16th. I filled out 2 more applications and think Tiffany Shoulders should give me the results before July 28th, given how important this is to us.
Can you assist me with this situation? I don't understand why it's taking so long - I've never met or heard of Tiffany Shoulders before this, and I don't know whether there have been any issues with how she has handled other Huntsville City Schools enrollments. Can someone help move this M2M transfer forward and grant each parent's request according to the reason and purpose of the transfer, in line with parents' rights?
