Breach of contract, left job incomplete Ripoff

We contracted with Frank Lamphere to construct a two-level deck. He began building against county code, and against our signed contract. When we approached him about it, he said "No problem, I'll fix it."

The next day he took all of his tools and all of the wood (which we had paid for) and left. It took us almost a week to contact him to find out what had happened. He then told us that our relationship "went bad". He had not even completed 1/4 of the job, yet took off with half the money for the job and refused to give us a refund.
