Charles "Chuck" Allison presents himself as a professional business person, looking for a good deal to remodel or upgrades his real estate so he can make a big profit. After you send him a bill for services, he delays and delays payment, makes excuses. Beware, he then skips town and refuses to pay. He is a liar, going so far as to say the 'check is in the mail' several times, that he had to put a 'stop payment'... That there is a problem with the mail. That his secretary did it. His dog ate it, etc. I did research and learned that Chuck Allison has a long history of being a deadbeat... He ripped off all of his creditors previously and filed bankruptcy... Then he skipped town on other debts and has liens recorded against him in other states. He has baggage from Ohio, where he is from, to California, where he ripped off Gamble Construction, back to Maryland, where he is probably ripping off good people as I write.
