Poor quality windows

My daughter purchased windows from Mcdiarmid windows & doors through the manitoba hydro power smart program, she understood because she was going through the power smart program that the windows would be high quality.instead she got vision 3000 windows that have ice on them and water running off of them. Mcdiarmid says its a humidity problem and @-30 c humidity should be 15%
they have not sent out a qualified person whom could check the installation & quality of these windows. They are only double pane and should have been triple pane in the cold manitoba climate. They have bullied my daughter into signing the hydro contract because she cannot afford a lawyer at 250/hr.
