Broken windshield X2

I've needed to substitute my window on my automobile TWICE today because of the building they're performing on HWY 99. I actually donot see why they've crawled the southbound side of the freeway once they will work/repaving the northbound side. Due to traveling dbris kicked-up by additional automobiles, my window continues to be damaged/damaged TWICE today. I find this really troubling not to mention financially burdening. I'd like information about how to prosecute Yuba City / Sutter Region for problems that I've needed to purchase due to their neglect about the building and significant of this specific area of the freeway. People shouldn't need to be burdened with changing windshields since public-works crawled one aspect of the freeway that they'renot actually focusing on.
