Paid for 15000 Square Feet 4 Step Program and Received Rebate for 5000 Square Feet Program

On April 15 I purchased the Scotts 4 Step Lawn Treatment Program from the True Value in Shrewsbury, PA. At the time of the purchase I was told to submit a claim for a $35 rebate. It took 9 weeks to hear from Scotts. They sent me a check for $15. Unfortunately, that amount is the rebate for the 5000 square feet program.
Why is it so hard to get these companies to honor their rebate programs? Is anyone else sick of this?
Scotts owes me $20.
