Terrible company

I entered in to a agreement with this specific Company to displace windows and exterior on my house. The agreement cost was for $5000 and he requested for $2500 upfront to purchase supplies and that I decided. I settled him the $2500, he was to start work within fourteen days. 3 months later he's not started the job and that I unearthed that he'd not really ripped a permit to do the building. I approached him on many events and every time he assured me he'd begin the following Friday and he didn't achieve this. After many weeks I eventually questioned him to possibly finish the job with a collection day or return my income. He got the supplies back and explained he'd have me a check 24 hours later but he did not have my cash then and it has prevented my calls since.
