Capt howie or Howie Neal pretends to be a speacilist in boat docs, he sells you the doc, the lift take the deposit and disappears. He will call you and tell you for weeks hes sick, then tied up. It gets better then he tells you his team will be there day after day, even going as far as telling you he is on hiw way.
