New windows that have a defect they have no weather stripping in them. Have to put plastic over them

I have bought windows for the second time and i have been ripped off again in 10 years. I have had this company out to my house several times to complain about the air coming through the windows. They say they fixed it but on a very windy day my curtains are moving so i had to put plastic up over my windows to keep the air from coming in. I have sent them an email saying i no longer want them and they tell me the problem is that the company forgot to put the weather stripping in the windows. Till this day they still have not called back or come out to my house and they are charging me 9075.00 for 8 windows. This company was just in my area trying to sell more of their windows and telling people that no one complains about their windows and this person told them about me and he just ignored them. This company told me that these windows would cut my fuel bill in half and if it did not they would write me a check which they have not. My house is more colder with the new windows than with my old ones
