Ripoff dishonest stole $50,000 never finished pool fraudulent business

We contracted with Tailor Made Pools in March. Richard Bradford promised a finished pool within six weeks (by May).
His milestone payments concluded with a majority of the money (95%) being paid after the "tilework" was done. He dug the hole, poured the cement in the base and put one strip of the tile around the edge and asked for his money.
After Richard Bradford got his money, he has never been back out to our place.
It's September now and all we have to show for $65,000 is a big, ugly cement hole in the ground and a huge pile of dirt with weeds growing out of it.
We calculate that Richard Bradford stole $50,000 (estimates from other contractors to finish what he started) from us.
All we want him to do is to come finish the pool.
