Poor workmanship, theft of property, trashed property, left with my money, didn't finish

I hired this company in May to build an addition on my home, build 2 new decks, and replace my siding. An agreement was made that I pay 1/3 down, 1/3 half way through the process and 1/3 at end. 3 weeks after I paid my first 1/3 Velasquez gave me a long story about a serious problem at home and asked for the second 1/3. Being a naive, commpasionate older woman, I fell for it.
4 weeks later Velasquez gave me a long explanation of reasons why the job could not be finished without the final 1/3. I am ashamed to admit that I once again fell for his con act and gave him a check. His crew did not come back the next day.
After one week I began leaving messages every day, asking when they would return. After 2 weeks I left a final message threatening to press charges. 3 days later I came home to discover all my materials for the job were missing, along with my own belongings from my shed.in addition, trash had been thrown all over my property.
When I tried to pursue charges against Velasquez, I discovered he had gone for a long trip home to Mexico.
I called in other remolding companies to estimate the cost of finishing my projects (I still had about $20,000 worth of work to be done and now I had no materials). I had several companies come out. All of them were horrified by the poor workmanship. They pointed out things which were so poorly done, they could never pass inspection.
For one, the electrical wiring in the new addition was "dummy wired" which means the wiring appeared (to the novice eye) to be real wiring, but was in fact not real at all and did not go to a power source! When I tried to pursue charges against Velasquez, I discovered he had gone for a long trip home to Mexico. As of today, my jobs remain unfinished and Velasquez remains unpunished.
