Empire carpet ripped us off and their installers harassed our tenants, never provided partial refund promised ripoff

They scammed us from the time we scheduled the appointment to when they refused to finish the job and left us with a 1/2 way done job for the weekend. Only to come back monday and apologize saying they had a mis-communication between the installers and the central office. They promsied a partial refundand never delivered. When we call they play dumb and pass me from operator to operator repeatedly verifying my indentity and then telling me the check is on the way! IT is 12 weeks later and no check!
