Ripoff propane refills only fill 3/4 of the way for barbecue tanks

I had a dozen or so barbecue tanks refilled at Oakdale Paint & Hardware and noticed they were not very heavy like they should be. I started weighing them and found that there was only between 14 and 16 pounds of propane when there should be 20 pounds when full. I noticed they shut the machine off before the automatic shut-off engages (the new tanks have an "Over-Fill Protection" valve (OPV) which automatically turns off the filling process. I had asked them to fill it until it stops and they said it's full. Last time I went there I paid $16 for a refill and asked to have it filled to "full" and they did'nt
