Selling Products that VIOLATE Portland Building Codes

We bought 200 feet of erosion fencing, and spent four hours digging 6" trenches and burying the bottom of the fencing for a new construction inspection. The inspector failed the inspection, which was faxed to Lowes, because they are selling erosion fencing that DOES NOT MEET City Of Portland requirements for quality.
Ow we must dig out the 200' of fencing, and replace with fencing that is compliant... Which we can buy at Home Depot!
Lowes was barely even apologetic, and basically said too bad how sad, we feel it's the homeowner's resposibilty to know the code. They did offer a refund. Considering the size of Portland, and that three counties are in the area, Lowes buyers should act more responsibly and buy products, which competitor's already carry, that meet the standards in all areas.
I'm not looking forward to wasting another four hours of time installing new fencing and then getting to dispose of the bad material.
Lowe's did nothing to try and rectify the situation. Had I caused a problem like that for a homeowner, I would have found new materials and sent employees out to install it and remove the bad.
We're installing $20,000 worth of stainless steel appliances from GE in our kitchen; appliances that Lowes sells. They will not be getting the opportunity to give us pricing on the appliance package or for the plumbing fixtures, cabinets, etc.
We'll happily shop a mile away at Home Depot, where the service has always been great.
