Ripoff the company did not deliver the product will not give money back

This company was to send me a product I purchased on line and deliver it to my po box it was a small item and they sent it ups and now they want me to pay another eight dollars for shipping. I asked for my money back and the company refused. What do I do next to make sure I dont loose my sixty dollars.
