Substandard home builde

We had a home built by Melvin Hempel that was completed in Oct. It has been 16 months and the black mortar for the red bricks we chose has turned gray and some has turned completely white. We were advised to send him a certified letter to inform him of the complaint. He did not respond. We then contacted him by telephone and asked if we could have the name of the subcontractors who did the masonary and he said, "Them boys are probably no longer in country, but I have some people looking for them in Killeen." He knows he is at fault, but plans to do nothing. We have retained an attorney, and are seeking any other help we can get.
